Abstract: Based on the Maslow's hierarchy of needs, this paper discusses the concept, type and characteristic of safety-agriculture and also analyzes the transformation course from quantity-oriented agriculture to quality-oriented agriculture and safety-agriculture. Then it concludes that safety-agriculture not only requires agricultural quality, agricultural product commodity rate, market share, but also strengthens food safety and improved agriculture eco-environment. Thus, the development of safety-agriculture has significance of enhancing agricultural product competition, improving agriculture eco-environment, promoting social welfare and adjustment of agriculture structure.
