Based on the material from investigation, this paper makes an analysis of the rural surplus laborers’ transferring in Chongqing. After doing a lot of researches, we come up with the following ideas: with the continual change of the system, different means of transfer of rural surplus laborers occurs under different system and it is closely related to rural land contract system, social security system and economic management system. Under the framework of the existing system, rural surplus laborers’ transfer in Chongqing remains in the form of part-time job. In terms of mobility, most laborers are introduced to work in the city by their friends and relatives. They have no definite goal. Meanwhile, with the development of the economy, the establishment of urban and rural social security system and the perfection of the market system, the condition for the transfer of rural surplus laborers will be gradually improved; the traditional idea that the land provides security for farmers will be weakened; government and some civil agencies will play the leading role in the process of transfer of rural surplus laborers.
