The basic characters of tourism agriculture such as farming character, ecology character, entertainment character are analyzed according to ideas of system design. The contributions of tourism agriculture development in Shanghai are advanced. This paper claimed four countermeasures of tourism agriculture development in Shanghai, i.e. extending the function of tourism agriculture, taking tourism agriculture as an important component part of the unified planning between urban tourism system and urban agriculture, developing the characteristics and superiority of tourism agriculture in different urban and rural area, and exploiting new features and designs of tourism agriculture in special resource area.
