笔者回顾了工商资本下乡对农业发展和对农村社会发展的意义,以甘肃省天祝藏族自治县为例,以调查问卷的形式分析当地农民对于参与基层事务、农业发展服务、当地组织或个人、外在发展资源等方面的真实需求。研究表明,当地农民对于这些方面的需求有着较强的动力,因此吸引资本下乡是该地区发展的出路之一。文章尝试从改善农村投资环境、开发特色产业及保护农村环境等方面提出了资本下乡与乡村内生式发展的衔接措施。

This paper reviews the significance of business capital going to the countryside for the development of agriculture and rural society. The questionnaire survey in Tianzhu Tibetan Autonomous County in Gansu Province was used to analyze the real needs of local farmers for participating in grassroots affairs, agricultural development services, local organizations and obtaining external development resources. The results shows that local farmers have a strong impetus for these needs, so attracting capital to the countryside is one of the strategies to promote the development of this region. In addition, the paper proposes some cohesive devices of capital going to the countryside and endogenous rural development from the aspects of improving the rural investment climate, developing characteristic industries, and protecting the rural eco-environment.
