为了在最大程度上解决城市土地资源配置与经济建设要求相匹配的问题,实现城市土地利用综合效益最大化目标,以呼和浩特市市区为例,结合2001—2016年研究区城市土地利用结构和布局变化特征,围绕经济-社会效益目标分别运用目标规划法和层次分析法对2030年用地需求方案进行模拟预测和择优,并通过CLUE-S模型对上述2种目标的优化方案进行空间模拟和最佳用地方案决策。结果表明:(1)2001—2016年研究区城市建设用地总面积增率达到94.104%,其中增幅较大的2类用地为交通运输用地和住宅用地。(2)与现状城市用地结构变化趋势不同,基于经济效益、社会效益目标的优化方案中,增幅最大的城市建设用地类分别为商服用地和工矿仓储用地,且2种方案的城市建设用地结构均衡度比2016年现状值分别高出0.259、0.462,各类城市建设用地的面积构成趋于动态平衡的态势。(3)2种不同效益目标优化方案的城市建设用地预测总面积有所不同,经济效益方案比社会效益方案高出30.828 km2。社会效益优化方案在城市用地结构及布局的动态平衡度上优于经济效益方案,设定其为最佳城市用地优化方案。
Abstract
The paper aims to solve the problem of matching the allocation of urban land resource with economic construction requirement to the greatest extent degree, so that convenience to realize the objective of maximizing the comprehensive benefit of urban land use. Take the municipal districts of Hohhot city as a case study area, combined with the structure of urban land use change characteristics in the area from 2001 to 2016, respectively using the goal programming method and analytic hierarchy process to forecast and merit land demand scheme in 2030 based on the objects of economy and society benefit, and simulate space layout and make decision for the optimization scheme of the best benefit target of the above two kinds of target by CLUE-S model. The results showed that: (1) the total area of urban construction land in the study area increased to 94.104% from 2001 to 2016, with the land used of the biggest increase of the two types for the transportation land and residential land. (2) Different from present situation of the urban land use structure change trend, the biggest growth of the urban construction land classes are commercial land and industrial and mineral storage land respectively based on the optimization target of economic benefits and social benefits, and the equilibrium degree of the two kinds of schemes of urban construction land use structure are higher than the status values of 2016 year are 0.259 and 0.462 respectively, the urban construction land kind composition in the area tends to be dynamically balanced development momentum. (3) The forecast urban construction land area of economic benefit optimization scheme is 30.828 km2 higher than the social benefit scheme. Starting from the theoretical principle of achieving the best comprehensive benefits of land use, due to that the social benefit optimization scheme is better than the economic benefit plan in the dynamic balance of urban land structure and layout, and it becomes the best urban land optimization scheme.
