为了更清晰地把握用水户对加入农民用水合作组织的态度，以黑龙江省五常市龙凤山灌区295个用水户的调查数据为支撑，研究用水户对农民用水合作组织的认知程度、加入意愿及影响因素。调查表明：灌区用水户对农民用水合作组织的认知程度较低，加入意愿不高；Logistic回归分析结果表明：用水户身体状况、灌溉面积、灌溉支出在农业生产支出比重、对用水合作组织了解程度、水事纠纷发生频率5个因素对其加入意愿具有显著影响。因此，要从规范现有农民用水户协会的运行，建立、发展新的农民用水合作组织2个方面来提高用水户加入意愿，促进农民用水合作组织健康发展。

In order to grasp the attitude about farmers’ water cooperation organization more clearly, the author used the data of 295 water users from Longfengshan irrigation in Wuchang City of Heilongjiang Province for support, researched the water users’ cognitive degree, willingness and influencing factors to the farmers’ water cooperation organization. Research showed that: the cognitive degree of water users from irrigation was low and didn’t wish to join. The result Logistic regression analysis showed that there were 5 factors, including water users’ body condition, irrigation spending in proportion of agricultural productive spending, influence on their willingness significantly, irrigated area, cognitive degree of the farmers’ water cooperation organization, occurred frequency of water disputes. Research concluded that there were 3 reasons for why water cooperation organization not function well, firstly, water conservancy department lacked of publicity; second, water users’ cognitive degree was low and unwilling to join; thirdly, water cooperation organization operated irregularly. Thus, there were 2 ways which standardize water cooperation organization, establish and develop new farmers’ water cooperation organization to increase water users’ willingness and promote development of water cooperation organization healthily.
