土地整治是世界各国土地管理的重要内容，是解决农业结构调整问题的主要手段，是改善农业基础设施的重要方法，已成为促进农村发展的有效途径。本文以开县为例，从土地整治的特殊重要性出发，从生态环境、经济发展与人地关系三个方面阐述了土地整治的艰巨性；从土地整治的目标、效益和投入分析了面临的挑战；提出了完善土地整治规划、加大投入与推进重大项目实施三点建议，以此推进三峡库区土地整治的发展。

Land Remediation is an important part of land management in most countries of the world, which is an effective way to solve agricultural structure adjustment and a principal means to improve agricultural infrastructure, and has become an effective way to promote rural development. Kaixian county as a example, accord to the importance of land remediation, this paper has described three aspects of land remediation arduous which are ecological environment, economic development and people-land relationship; and has analyzed outstanding issues from land remediation objectives, benefits and investment. In conclusion, improving land remediation planning, increasing input and pushing forward the implementation of major projects, in order to promote the development of land remediation of the Three-Gorges Reservoir Area.
