县级科技能力的强弱关系着县域经济的发展及全面小康目标的实现，研究的目的是千方百计的加强县级科技能力建设，从根本上改变贫困农民落后、封闭的生产和生活方式。通过实地调研的方法，考察了县域科技支撑能力、科技转化能力、科技需求水平与科技服务水平等方面的现状，针对县级科技能力建设存在的问题及其政策建议进行了阐述。

The science & technology ability in county is one of the important factors for the development of the county economy and the realization of comparatively well-off. The purpose of this study is to construct the county science & technology ability and change the backward and obturated living way. The science & technology ability in county, transform ability of science & technology, demand level of science & technology and service level of science & technology were studied by first-hand investigation. The problems of science & technology ability in county were analyzed, then some advices were offered in the paper.
