摘要

围绕《农村土地承包法》的贯彻落实，从尊重和保护农民的经营自主权；建立规范的土地流转机制，确保农户的土地流转主体地位；坚持保护耕地的政策，处理好建设与吃饭、建设与保护资源环境、建设与保护农民权益的关系等方面详细讨论了保障农民土地权益的策略和方法。

Abstract

According as the carrying out and fulfilling of the Law of the Contract for Rural Land, this paper discussed in detailed the strategies and methods of guaranteeing farmers’ rights and interests in soil from aspects of protection of farmers’ self-determination, the establishment of canonical mechanism of soil transition and the persisting in the soil protection policy.
