党的十八大以来,以习近平同志为核心的党中央坚强团结带领全国各族人民,对深化土地制度改革出台一系列重大方针政策。为了研究十八大以来中国农村土地政策的创新发展,本文运用归纳法和辩证法进行分析研究,系统梳理了新时代中国农村土地重大方针政策,总结土地政策调整取得的成效,用于指导“三农”实践。十八大以来,稳步推进农村集体土地确权登记发证工作,建立并完善承包地“三权分置”制度,探索宅基地“三权分置”改革,建立农村经营性建设用地入市制度,明确土地承包期再延长30年,让农民吃下“长效定心丸”。实践结果表明,十八大以来中国农业农村发展取得了历史性成就,农业农村事业发生了历史性变革,为党和国家事业全局发展提供了有力支撑,中国特色社会主义进入了新的发展阶段。

Since the 18^th national congress of the communist party of China (CPC), the CPC central committee with comrade Xi Jinping at the core has firmly united and led the people of all ethnic groups in introducing a series of major guidelines and policies on deepening the reform of the land system. In order to study the innovative development of China's rural land policies since the 18^th CPC national congress, this research uses induction and dialectics method, systematically studies the major policies and principles of China's rural land in the new era, and summarizes the achievement of land policy adjustment, so as to guide the practice of ‘agriculture, rural areas and farmers’. Since the 18^th national congress of the CPC, we have steadily promoted the confirmation, registration and certification of land rights, and established and improved the system of ‘dividing the three rights’ of contracted land. We have explored the reform of ‘dividing the three rights’ of house sites, and established the system of bringing rural construction land into the market. We have made it clear that the period of land contracting should be extended for another 30 years, so that farmers can have a ‘long-term peace of mind’. Practical results show that, historic achievements have been made in China’s agricultural and rural development, and historic changes have taken place in agricultural and rural undertakings. And strong support has been provided for the overall development of the cause of the party and the country. Socialism with Chinese characteristics has entered a new stage of development.
