    To promote the construction of a new urban-rural relationship in the digital age, this article aims to realize the integrated development of digital villages and smart cities. Based on the review of related research on the evaluation of the development level of smart cities, we used the knowledge graph method and the fuzzy set method to screen out the common evaluation indicators of smart cities, selected characteristic indicators based on the characteristics of rural areas and extended some evaluation indicators of smart cities to digital village to build a digital village evaluation index system. With the principles of science, comprehensiveness, reliability and availability, we finally constructed an evaluation index system of digital villages including development support, digital infrastructure, digital governance, digital people’s livelihood and industrial digitization. By comparing with other evaluation index systems related to digital villages, the constructed system is more comprehensiveness and scientific, which could reflect the connotation of driving the digital village development by smart city progress, and objectively indicate the degree of urban-rural integration development based on an interactive relationship between county-level cities and villages.

    The purpose of the study is to find out the existing problems and the promotion path of digital rural construction in Beijing by analyzing its practice, so as to provide reference for the development of digital countryside. Based on literature analysis, typical cases and expert consultation, this paper discusses the theory and practice of digital rural development. Digitalization is the key feature of modern agriculture 4.0, and digital economy is a new engine and new driving force for the high-quality development of agriculture and rural areas. Beijing is the forerunner of digital village, and the construction of digital village in Beijing has laid a solid foundation for the rural revitalization and agricultural modernization. The communication network and infrastructure are great well, and the digitization of agriculture, the network of rural life and the modernization of rural governance have been constantly improved. The development of digital village is faced with some problems, such as weak infrastructure construction, imperfect data resource system, insufficient integration of digital technology and industry, and lack of talents in digital village. Agricultural production, rural life, agricultural product management and agricultural and rural information services need to be further integrated with the Internet of Things, big data, Internet, blockchain, artificial intelligence, 5G and other information technologies. We should constantly consolidate the foundation of digital rural construction, increase the research and development of digital rural science and technology, deepen the popularization and application of digital rural technology products, improve the governance system of digital rural areas, and strengthen the support of digital rural talents.

    The revitalization of rural culture is an inevitable requirement of the Rural Revitalization Strategy and the building of a well-off society in an all-round way, and it is also an important part of the cultural prosperity of the Chinese nation. In order to speed up the construction and revitalization of rural culture, this article uses the literature deduction method and the inductive review method to study the current development status and prospects of rural culture in China. It is found that China’s rural cultural services still have difficulties that restrict the revitalization of rural culture, such as relatively backward infrastructure, single form of resource supply, imperfect governance mechanism, and shortage of digital talents. However, the development of digital technology and the implementation of the national “digital village” strategy have provided new opportunities for realizing the revitalization of rural culture, narrowing the cultural gap between urban and rural areas, enhancing rural cultural confidence, and developing characteristic cultural industries. Digital technology should be used to accelerate the revitalization of rural culture, focusing on scientific planning and policy financial support to improve rural digital cultural service infrastructure, resource supply and governance mechanisms to achieve leap-forward development of rural culture, and encourage digital consumption and cultivate digital talents to inject new momentum into the revitalization of rural culture and accelerate the process of revitalizing rural culture.
