In view of the archives management of most scientific research institutes in China, it can be found that more and more scientific research institutes gradually integrate information content in archives management, whether in information storage or information services, and they are moving towards digital trends. However, compared with the development, the original local digital storage system and paper-based data storage methods can no longer meet the current scientific research institutes digital file management requirements, because fixed file storage and services will limit the amount of archives stored and the scope of archival services. The cloud service of digital archives is more in line with the actual needs of scientific research institutes, because the cloud services of digital archives not only expand the storage space of archive information, but also increase the ability of information sharing, and thus improve the scope of application of archival information and application efficiency. As things can be said, however, this cloud service is running for a short period of time, so it still has some shortcomings. This paper carried out specific research on this situation, that was, the application status of digital archives cloud services in scientific research institutes analysis, so as to find the shortcomings in its application process, and finally put forward corresponding improvement measures to improve the efficiency of cloud services, and enhance the efficiency of digital archives management of scientific research institutes.

Since the 18th National Congress of the Communist Party of China, through a series of policy documents and reform measures to optimize the management of scientific research funds, such as reforming and improving the management of scientific research funds of the central government and supporting the reform and development of scientific research institutes, our country had continued to increase scientific and technological investment, significantly increased project support, vigorously improved the conditions of scientific and technological hardware, effectively supported scientific and technological breakthroughs, and made solid progress in promoting the construction of a scientific and technological power in China. With the deepening of the reform of the science and technology system, at this stage, what is more needed for scientific research institutes is to thoroughly implement relevant policies, make efforts in optimizing the expenditure structure of science and technology funds, improving the scientific research evaluation incentive mechanism and other aspects related to "production relations", better improve the efficiency of the use of science and research funds, stimulate the creativity and innovation of scientific research institutes and researchers, so as to further enhance the "primary productivity" of science and technology. In this study, with the national science institutes as the focus, we talked about how to implement the central policy, perform the scientific research management responsibilities, further strengthen the management of scientific research funds, and promote the vigorous development of scientific research and development forces in the stage of deepening the reform of the scientific and technological system.

The cooperation pattern of seed enterprise and scientific-research institutes has a great significance is of great significance for improving the innovation ability and core competitiveness of the whole seed industry chain. On the basis of sorting out the evolution of Industry-University-Research policy, and from the transaction cost theory and big market theory, this research analyzed the logical motivation of the cooperation between seed enterprise and scientific-research institutes, compared the cooperation management modes of seed enterprise and scientific-research institutes in developed countries such as the United States, Germany, Japan and South Korea, and constructed an innovation platform and implementation path under the background of the cooperation, then designed the promotion mechanism from the aspects of cooperation and joint construction, talent sharing, guarantee of project operation, incentive evaluation, intellectual property protection and distribution. With all that in mind, this study attempted to explore its path selection to find ways to solve the problems faced by the seed industry, build an ecosystem of collaborative innovation of seed industry, science and enterprises, and promote multi-element collaborative innovation.

Agricultural scientific research institutes are important scientific and technological support for implementing the rural revitalization strategy, and strengthening the Party (the Communist Party of China) building is an important guarantee for enhancing the centripetal force and cohesion of agricultural scientific research institutes. Aiming at the problem of "two sides" between Party building and scientific research, this paper analyzed its causes, and discussed how to strengthen Party building with "goal orientation, governance orientation and talent orientation" as the breakthrough point, so as to realize the goal of promoting and integrating Party building and scientific research.

The Agricultural Science and Technology Innovation Center is an important part of the national agricultural strategic science and technology force, bearing the important mission of new knowledge, new technologies, new products and new industries in the agricultural field. During the 14th Five-Year Plan period, under the background of efficiently serving regional economic development and overall rural revitalization, the Agricultural Science and Technology Innovation Center is of great significance in optimizing resource allocation, regional collaborative innovation and technical service industry development. This paper analyzed the connotation of the Agricultural Science and Technology Innovation Center, and combed the development experience of Agricultural Science and Technology Innovation Center at home and abroad. Then suggestions are put forward from four aspects, positioning for the main body, deepen the innovation mechanism, fitting construction operation, promoting the sustainable development capacity, so as to support the development of the Agricultural Science and Technology Innovation Center with high quality.

Accurate identification of risk points and timely and effective risk control have always been the key and difficult points in the management of special fund projects of scientific research institutes. With the rapid development of China's economy, our country pay more and more special funds to scientific institutes to improve scientific research conditions, and at the same time, the risks in the whole process of project implementation are greatly increasing, and the difficulty of risk prevention and control also are increasing accordingly. This study specifically aimed at the special fund project of scientific research institutes to improve the scientific research conditions, followed management process of the special fund project, and identified and analyzed problems existing in project establishment management, design management, bidding management, contract performance management and acceptance management, then it put forward countermeasures in order to ensure project operation safety，effectively improve efficiency of funds use and provide useful reference for achieving project construction with high quality.

This article summarized the content of government comprehensive financial report preparation of agricultural scientific research institutes and cleared up the actual problems in the preparation of government comprehensive financial report. And in combination with the actual situation of agricultural scientific research institutes and the relevant requirements for the preparation of the government comprehensive financial report in the three documents revised and issued in 2019, it put forward the methods and strategies for the preparation of the government's comprehensive financial report.

The long-term and stable development of agricultural scientific research institutes cannot be separated from the effective development of budget performance management. As an important business field of internal control construction, budget performance management and internal control objectives are consistent and complementary. From internal control perspective, this paper expounded the relationship between internal control and budget performance management, analyzed the budget problems existing in the process of performance management of the agricultural scientific research institutes, and put forward a series of measures from the perspective of internal control of agricultural scientific research institutes, so as to further optimize budget performance management, and improve internal management level.

With the deepening of rural revitalization strategy and the rapid development of digital economy, it is of great practical significance for agricultural research institutes to promote information construction. Based on the concrete practice of the Analysis and Testing Center of the Chinese Academy of Tropical Agricultural Sciences，and aiming at the present situation and existing problems of informatization construction, this paper explored the optimization path from the aspects of perfecting the information infrastructure construction, strengthened the top-level design of information system, and cultivated information management talents, so as to improve the management efficiency of agricultural research institutes.

The paper reviewed the basic connotation of the supervisory mechanism in Communist Party of China (CPC), made an analysis on characteristics of agricultural research institutes. Focusing on issues such as insufficient internal supervision system, scientific supervision effort, and effectiveness, it puts forward new ideas and new measures for constructing a specific supervision system for agricultural scientific research, so as to support agricultural technological innovation.

Agro-meteorological hazard seriously threaten the national food security. In recent years, with global warming, extreme meteorological disasters such as rainstorm, hurricane, hail and drought occur frequently, have brought many adverse factors and difficulties to agricultural production. On the occasion of summer and autumn in 2021, Henan, Shanxi, Shandong, Hebei, and Shaanxi, the five provinces of Huang Huai Hai Basin experienced continuous rainfall, which caused great difficulties for agricultural production, especially autumn harvest, autumn planting and autumn management. Based on the technical guidance & service practice by experts from the Chinese Academy of Agricultural Sciences for supporting the harvest，sowing and ploughing in Huang-Huai-Hai flooding areas during this autumn. This article systematically analyzed the main problems of some grain producing areas in coping with extreme weathers, and puts forward corresponding countermeasures and suggestions for specific problems.

In recent years, Beijing has continuously increased its governance efforts and is committed to promoting the integration of urban and rural areas, and the fundamental purpose is to enhance the happiness of villagers. In the process of practice, four models of rural governance have emerged: government governance model, villager autonomy model, market governance model, and pluralistic co-governance model, each with advantages and disadvantages. Through the analysis of typical cases of rural governance in plains, mountainous areas and suburbs, the governance experience of adhering to the leadership of party building, villagers' autonomy as the main body, and internet technology empowerment was summarized, which could provide reference for further improving rural governance in Beijing.

The effectiveness of the river chief system depends on the definition of the responsibilities and performance evaluation of river chiefs. However, in the present, the dual-track system in which the river chiefs are concurrently appointed by leaders at all levels in China can easily cause river chiefs to be busy with various types of government affairs and unable to focus on the "main business". At the same time, there are many cross-regional rivers in China, and different river basins of the same river have different river chiefs. Therefore, the responsibilities of river chiefs need to be clarified, and the indicators for performance evaluation need to be improved urgently. This paper took this view as a breakthrough point to discuss the performance evaluation method of river chiefs from the perspective of position governance, in the hope to provide reference for comprehensively promote the river chief system.

Scientific management of agricultural scientific research resources and information, truly demonstrating the knowledge and technological achievements of agricultural scientific and technological innovation and serving "agriculture, rural areas and farmers", and promoting the theme of agricultural science and technology and the spirit of agricultural scientists are the professional mission of agricultural scientific research management. This paper analyzed the significance and scientific connotation of agricultural scientific research resources information, found out the target direction, and proposed the content management and scientific orientation of agricultural scientific research resources data-based development, intelligent fusion media, and document services. In summary, this paper puts forward a high-level and diversified approach and strategy that are closer to and integrated into the new era of agricultural scientific and technological innovation and agricultural scientific research information management.

Agricultural germplasm resources are the strategic resources to ensure the national food security and the supply of important agricultural products. They are the material foundation of the original innovation of agricultural science and technology and the development of modern seed industry. Since 1949, especially during the 13th five-year plan period, Jiangxi province had actively promoted the conservation and utilization of agricultural germplasm resources, dug and cultivated a number of new GERMPLASM, and made important contributions to ensuring food security and supporting agricultural supply-side structural reform. Based on the general situation and existing problems of the protection and utilization of agricultural germplasm resources in Jiangxi province, this paper put forward the countermeasures and suggestions to speed up the protection and utilization of agricultural germplasm resources in Jiangxi province, in order to provide basis and reference for relevant departments to formulate policies on strengthening the protection and utilization of agricultural germplasm resources.

Talent is an important force to support rural vitalization. But there are obvious differences in talent attraction between urban and rural areas. How to break the balance of attraction between urban and rural areas and guide the return of talents to rural areas had become an important topic. On the basis of interview survey, the Probit model was constructed to make a quantitative analysis. The results showed that the current income, work location and local infrastructure, job stability, local relatives and friends, social needs and other aspects had a significant impact on the willingness of talents to go to the countryside. Based on the results, this study put forward the supporting policies in terms of income, education, housing, improving service and management, strengthening ties with all sectors of society, and cultivate talents with local feelings, so as to improve the willingness of talents to develop in countryside.

Further consolidating the achievements of poverty alleviation and guarding against the large-scale recurrence of "returning to poverty" is an important part of comprehensively promoting rural revitalization. From the perspective of the Communist Party of China leading, this paper analyzed the existing problems in the industrial development, the guidance of Party building and the development of peasant groups in the ethnic areas of Southwest China. And from the four perspectives of Party building + ideology, Party building + system, Party building + talent, Party building + industry, it deeply analyzed the premise, guarantee, key and driving factors of rural revitalization, cleared up and built the internal relationship between Party organizations and peasant groups, constantly improved the governance ability and governance level of grass-roots units, further consolidated the achievements of poverty alleviation, so as to help rural revitalization during the new era.

The inspection discipline & supervision organization is the discipline guarantee team in scientific research institutes and it is an important component for development and stabilization. Therefore，it is very important to strengthen the ability of supervision and discipline enforcement in agricultural scientific research institutes. From three aspects of work status, existing problems and countermeasures to improve the ability of supervision and discipline enforcement, this study analyzed the current situation and countermeasures to strengthen supervision and discipline of scientific research institutes in new period, so as to provide reference for the improvement of the discipline inspection in agricultural scientific research institutes and team construction.

Agricultural research institutes play an important role in the innovation of agricultural science and technology in China, strengthening the management and protection of intellectual property rights is an important task for agricultural research institutes. This paper listed the development of intellectual property in agricultural research institutes in China, such as relevant policies, authorized patents, patent IPC composition and technological changes, etc., and identified the main problems of intellectual property in agricultural research institutes at present, such as low conversion rate, weak awareness of intellectual property protection and shortage of intellectual property professionals. Therefore, some suggestions are put forward, such as formulating and perfecting policies related to intellectual property, strengthening the management of intellectual property throughout the whole process and training intellectual property professionals, so as to improve the ability of creating, using and protecting intellectual property, and thus provide strong scientific and technological support for realizing the rapid, stable and high-quality development of agricultural scientific research institutes.

Since the 18th National Congress of the CPC (Communist Party of China), our government had increasingly invested in scientific research funds. If the risk prevention and control is not in place, the scientific research field will become prone to corruption. By analyzing the work experience in the Z Institute to stimulate more research works, from "five focus on", namely, to improve scientific research and moral construction, strive to create a clean and honest atmosphere, and strive to implement education competency model, focus on the practice of "four kinds of form", strive to build an efficient supervision system, this research can provide experience and enlightenment for the construction of a clean and honest Party& Government in scientific research institutes during the new era.

The 18th CPC(Communist Party of China) National Congress proposed to implement the innovation-driven development strategy. Young talents, as a new force of scientific research, are the mainstay of innovation and development, and the post-doctoral policy is important for attracting and cultivating high-level innovative young talents. Taking the Cotton Research Institute of Chinese Academy of Agricultural Sciences as an example, this paper expounded the institutional advantages of postdoctoral training from a theoretical perspective, and analyzed the unique role of the postdoctoral management system in the training of young talents in scientific research institutes, then put forward ideas and specific countermeasures for the innovative training of the postdoctoral teams for reference.

On the overall background of innovation-driven strategy of our country, agricultural science and technology innovation and achievement transformation are the two cornerstones of agricultural foundation and strategic position in our country. Aiming at the issue of attaching importance to science and technology innovation and weakening achievement transformation in the most scientific research institutes, this study took an institute as a case study, adopted the means of field research, interviews, visits and questionnaires, and made a comprehensive study by using the Sojump statistical analysis method, then drew a conclusion that the achievements transformation of agricultural scientific research institutes was restricted in five aspects, including system policy, talents, platform and funds. In summary, according to the above constraints, it put forward five aspects of countermeasures and suggestions, so as to accelerate the transformation of agricultural scientific and technological achievements, promote agricultural scientific and technological innovation, and thus accelerate the implementation of the rural revitalization strategy.
